Arizona voters legalized adult-use cannabis with Proposition 207 in 2020, on top of the earlier medical-marijuana program. But strict limits remain, and conduct outside the licensed system is still a crime.

What Arizona law says

A.R.S. § 36-2850 — The Smart and Safe Arizona Act (Proposition 207), legalizing regulated adult recreational cannabis use and possession within limits.
A.R.S. § 36-2801 — The Arizona Medical Marijuana Act, governing the medical-marijuana program and patient protections.
A.R.S. § 13-3405 — Criminal penalties for marijuana possession, sale, or cultivation outside the legal limits or licensed system.

How cannabis law cases work in Maricopa County

Licensed cannabis businesses are regulated by the Arizona Department of Health Services, and Proposition 207 also created a process to expunge certain past marijuana convictions. Charges for conduct outside the legal limits are still prosecuted in the criminal courts.
